Innovation by Creative Economy (ICE) – Foundation of a European Knowledge and Innovation Community (KIC) for the Cultural and Creative Sectors and Industries (CCSI)

The project ICE KIC (“Innovation by Creative Economy (ICE) – Foundation of a European Knowledge and Innovation Community (KIC) for the Cultural and Creative Sectors and Industries (CCSI)”) contributes to the application of concepts from evolutionary innovation system and policy research on the case of the Cultural and Creative Sectors and Industries (CCSI) in order to support an already existing European CCSI network in the process of application to become a KIC funded by the European Union, more precisely the European Institute for Innovation and Technology (EIT). Based on a descriptive quantitative data collection and analysis, the existing network is mapped according to the heterogenous business models, systemic roles and innovation activities. Selected qualitative interviews investigate critical resources and competences, the network actors identified for starting or strengthening innovation activities. Based on these necessities and the concrete objectives of the network actors, recommendations for the governance of the ICE KIC are formulated, including a toolkit of financial and other instruments strengthening co-operation, knowledge development and its diffusion. Moreover, the role of normative objectives and missions in the CCSI and for innovation policy making is analysed, such that an application of a mission-oriented innovation system and policy approach for the case of the CCSI is applied and validated from a research perspective.
